MY bass trape frames will have an inside depth of 3 and 5/8". Will two sheets of Corning 703,705 or mineral wool compress to fit into my frame?

Do you mean two sheets 2 inches thick?
I never used 703 or 705 but mineral wool does not compress much and I don't think it will help matters if you do. Yeah, the problem with 1x4 boards is that they are 3/4" by 3 1/2 or I guess 3 5/8 so you really need 1x5 or 6 and rip it to 4" wide if you want an exact fit. OTOH, if you wrap material around the 3 5/8 frame with the 4 inches of insulation inside, the material may bulge out a little on the front and back but will probably look fine.
I made my panels frameless so I didn't run into that problem but I did make stands out of 1x4s (3 1/2 inches wide) and the frameless panels on the stands extend a bit on either side.

3/8"? I don't think any rigid materials are exact to the inch. Just squeeze hard.

I don't think you can squeeze four inches of 703 into 3-5/8 inches, but maybe it's possible. I'm almost certain 705 can't be squeezed at all without "breaking" the surface and making it look bad.
