The popping is likely caused by inductive flyback. Anything with an inductor coil in it, like the motor on a fan, will dump current back into the line when the device is switched off and the magnetic field collapses. This is called inductive flyback, and can be prevented with a diode. en.wikipedia.org/wiki/Flyback_diodeThis is the same reason that inductive devices often spark at the receptacle when unplugged under load.
