Ah, ah! That is the secret I didn't realize how much surface the frame could represent. But all that surface isn't effective. It depends on the angle of incidence of the sounds waves. Or am I wrong?

True, it does depend on the Ai but if I'm correct, as the angle changes, the absorption falls off gradually so you will get some, it's not all or nothing, and, later reflections, even though not as strong, come from virtually every direction.

And yes, E6000 is the secret! I discovered it only after trying several other fails. It really stinks (high VOCs) so you need ventilation and maybe a P100 ventilator mask. I find it takes about 3 days to cure before I can be in the same room with it for any period of time. But after that it's fine; I can't smell it at all.
Now on the other hand, if you use a wood frame, you can staple the fabric while pulling taught (like when making a speaker grille). If you were to build a stationary "box in box" and build the frame out of 1x4 wood, you could also staple the fabric.
When it comes to building things like this, there a probably dozens of ways. You need to find what's best for you.

I used that same glue for adhering the polyester to my frames.
