If I was using a DAW to recreate the 'stereo synthesis' setup shown on page 20 of the book,
"the audio expert", what would I use for the 'phase shifter'? A phasor plug-in?

Perhaps I am misunderstanding.
Please elaborate. Thanks.

If you're doing this in a DAW program, you could use a phase-shifter plug-in such as the freeware Sanford Phaser:
