I'm building my own bass panels with Owens Corning R-15 Thermafiber UltraBatt Mineral Wool Insulation Batt.
I hear that mineral wool is pretty safe as far as the lungs go, but I'd like a little extra insurance. Sound on Sound says that you should dilute some glue and spray it over an acoustic panel. www.soundonsound.com/sound-advice/q-are-mineral-wool-acoustic-panels-safe I'm worried that might interfere with the absorption of sound though? If that doesn't work, I can always glue acoustic foam on top of my panels and that would work, right?

Most people use fabric.

The spray-on glue layer might harden the surface somewhat and reduce high frequency absorption to some degree. Maybe not so good for RFZ panels. It might not be much, you'd have to run acoustic tests. For bass traps, as you know if you've read the material provided here, paper, plastic or foil is lightly glued the front facing surface to enhance LF performance. The spray glue might work something like that.
Like Hexspa says, most of us use fabric. Really seems to work fine.

I meant in addition to the fabric I'd draped over the panels, but that's good info!
