Is is possible to transpose a singer voice by an octave and sound good and convincing ? Or it is intended only for smaller intervals..
i know Melodyne can do something similar. Any other options? Or is it impossible? This is only for a small phrase not the entire song.

I think an octave is going to give you artifacts regardless. Melodyne preserves the formant of shifted pitches and also has a formant tool. Overall, it'll probably give you the most natural result.
